INTRODUCTION TO THE DEVELOPMENT ZONES

By the end of 1999, 8 at and above provincial level development zones were set up in Wuxi, namely Wuxi National High & New Technology Industrial Development Zone, Wuxi Taihu National Tourist Resort Zone, Yixing Science and Technology Industrial Park for Environmental Protection at the state level; Wuxi Economic Development Zone (Wuxi-Singapore Industrial Park), Jiangyin Economic Development Zone, Xishan Economic Development Zone, Yixing Economic Development Zone and Liyuan Economic Development Zone at Jiangsu Provincial level. In the 8 zones,
 
over 38 km2 of construction area have been actually developed with the accumulated investment in infrastructure exceeding RMB5.5 billion. A total of 2,480 enterprises have been approved to enter these development zones with the total investment of RMB48.7 billion, among which 574 are overseas funded enterprises with US$4.2 billion of contractual overseas investment and US$2.6 billion actually paid-in capital.

The development zones have become the areas that see the greatest economic growth in the city.

The eight years¡¯ construction of the development zones have experienced the three stages of initial exploration, speedy development and readjusted growth. Especially since 1997, the development zones have entered a new period with optimized structure, uplifted level and steady development. The investment in these zones have shifted to state-owned large and medium sized enterprises, international big corporation and consortia, while wholly foreign owned ventures, hi-tech projects, projects with over US$10 million of investment and investment increase and increase of shares by the existing overseas funded enterprises are taking momentum.

At present, greater importance has been attached to the improvement of the soft environment and the comparative advantages of these development zones. In 1999, the development zones held even more outstanding positions in the economic activities of the city. A total of 733 million USD of contractual foreign investment was attracted and 617 million USD of foreign investment was actually utilized in the 8 zones, accounting for 73.28% and 61.62% respectively of the city¡¯s total. The self-managed export from the zones topped 1.274 billion USD, accounting for 49.77 of the city¡¯s total.

Wuxi New District

Covering an area of 83 km2 and with a population of 100,000, Wuxi New District has under its jurisdiction Wuxi National High-tech Industrial Development Zone and Wuxi Singapore Industrial Park.

Over the past 6 years, under the guidance of further reform and opening to the outside world, Wuxi New District has focused on hi-tech, high standard planning, highly sophisticated business promotion measures and high standard services and made unprecedented achievements in its hi-tech industrial development, further opening up and the reasonable utilization of foreign investment. In recent years, the growth rate for its major economic indexes all exceeded 50%, which has topped the list of the 53 national hi-tech industrial development zones in China.

Wuxi New District has attracted overseas investors from 23 countries and regions to start businesses here. 19 international companies from the Global Fortune 500 have set up 24 hi-tech projects in the District, including Bayer, Siemens, Bosch, Kodak, Astra, Toshiba, Panasonic and Hitachi, etc, taking a leading position among the 53 national hi-tech development zones. At present, five pillar industries featuring electronic information, precision machinery and mechanic and machinery integration, fine chemicals, bio-pharmaceuticals and new materials have been formed.

The New District has now become the largest production base for computer hardware, front-loading washing machine, crystal liquid display, photographic solution, bottle caps and leather chemicals. It is also the largest Science Park integrating the ¡°incubation center¡± for technology intensive enterprises, the working station for overseas returned students and individual-run scientific enterprises.

Wuxi New District is trying to run its business according to international practices, by creating an ideal investment environment, and providing perfect service system, preferential policies, pleasant environment and quality service. In the last 6 years, RMB 2 billion have been invested for the construction of infrastructure. As a result, the framework of a 6km2 development zone with the complete and high standard public utilities has taken shape. The speedy transport network to the city proper and to the Shanghai-Nanjing Expressway has been constructed, so are the advanced communication system and water, electricity and gas supplying system. Other services and facilities like the bank, insurance, bonded warehouse, international school, clinic and investors¡¯ club are also constructed. The ¡°one window opening-up¡±, ¡°one-stop service¡±, ¡°one unit fee collecting¡± quality service system has been applied. One window opening-up means the administrative committee has the power of the municipal government for foreign economic management. ¡°One-stop service¡± means over 20 municipal departments including the customs, the commodity inspection, industry and commerce administration and taxation, etc, have set up branch offices in the District. When overseas investors intend to set up businesses, they need only 10 days to go through all the procedures in the service hall. ¡°One unit fee collecting¡± means all the legal fees required of overseas invested enterprises in the District will be collected by the exclusive fee-collecting office. Furthermore, various fee items have been reduced from the original 128 to the present 19, which greatly reduces the costs of the enterprises and releases the burden on investors. Thanks to its constantly improved environment, Wuxi New District has been listed as one of the 50 national development zones with the best investment environment. Furthermore, Wuxi-Singapore Industrial Park has been rated as the top industrial park in the Asian-Pacific region for its excellent investment environment by an authoritative UK based magazine "Corporate Location" for 3 consecutive years.

Xishan Economic Development Zone

It is a provincial level development zone of Jiangsu Province, with a total planned area of 20km2 and it is located in Dongting Town, 4 km away from Wuxi City proper. The zone is focused on the development of hi-tech and the tertiary industry. Within the 20km2, there will be 9 functional areas: the finance and trade area, the hi-tech area, the foreign investment area, the bonded warehouses, the commercial housing development area, the education and cultural area, the expatriates¡¯ living area, the service area and the residential quarters. An area of 1.5 km2 out of the first phase 5km2 has been developed with the complete infrastructures like road, telecommunications, power, water, etc. Other facilities like hotels, recreation center, supermarket, financial organizations and high-end villas are under fast construction. In 1994, the zone put in a great number of investments to improve the infrastructure facilities within an area of 20 km2. As a result, another 15 joint venture or solely foreign owned enterprises were established, together with the setup of 10 tertiary projects and 5 trading companies. Consequently, the GDP of that year exceeded 1 billion yuan, which contributed greatly to the economic development of Xishan City. Xishan City Government provides various incentives to hasten the construction of the zone and encourage foreign investment. One-stop service system has been formed in the zone to help the investors and protect their legal rights.

Jiangyin Economic Development Zone

It was approved by the Provincial Government to be a provincial level development zone. The planned area covers 6.5 km2. After several years¡¯ of development, it has taken shape and formed its own development advantages. The development zone is situated on the eastern outskirts of Jiangyin City. The deep-water shoreline along the Yangtze River is the best place for the construction of natural harbor. On both sides of the zone are two national-level first grade open ports (Jiangyin and Zhangjiagang Ports). In the zone, there have been established foreign-related organizations for commodity inspection, the customs, border inspection, sanitary inspection, animal and plant and ship inspection, etc. The Jiangyin Yangtze River Bridge has completed its construction and is located at the west end of the development zone. With the construction and completion of these traffic arteries, Jiangyin Economic Development Zone will become an important hub of communications and center for passenger and cargo collection and distribution on the middle and lower reaches of the Yangtze River. Ever since the zone was set up, investment in infrastructure construction has been enforced. Within the planned area of 6.5 km2, overall infrastructure facilities have been completed. Roads extending 32km, substations, public bonded warehouse, school, hospital, hotel, free market and residential quarters are built as well to provide the ideal investment environment for the investors. From 1994 till now, investment in the zone has totaled 2.7 billion yuan. 27 foreign investment projects have been established (including 2 solely foreign owned ones), with a total investment of 247 million USD and total utilized foreign investment of 120 million USD. The functional organization of the zone is the Administrative Committee of the Zone, which provides the one-stop services from the project negotiation, examination and approval, engineering planning and designing to bidding, etc. Jiangsu Binjiang Group Corporation is the group in charge of the construction of the zone.

Yixing Economic Development Zone

This is a provincial level development zone approved by Jiangsu Provincial People¡¯s Government. Situated between the two largest towns in Yixing�Yichen and Dingshu, it boasts beautiful surroundings and is accessible to transport. Since its establishment in May, 1992, the zone has witnessed the constant perfection of its infrastructures on the daily basis, hence its basically complete utilities. The planned area of the zone is 21 km2 with a population of 120,000. It has attracted numerous domestic and overseas investors, because of its wide area, diversified geological conditions, fairly strong supplying capacity for the production of building materials, pottery, electric and mechanic equipment, chemicals and light industry, as well as its quality service and preferential policies. Up till now, 61 projects of various sectors have entered the zone, with a total investment of over 2 billion yuan, among which 28 are overseas investment companies, with the total utilized foreign capital of 93.68 million USD. The zone has also cooperated with the ministries and large enterprises to jointly develop projects. In order to create an even better soft investment environment and attract more overseas investment, the development zone strictly implements all the preferential policies stipulated by the local, provincial and national governments. Wuxi Liyuan Economic Development Zone

It is a provincial-level key development zone with a planned area of 2.5km2. At the same time, as an integral part of Wuxi National Hi-tech Industrial Development Zone, it enjoys the uniformed same preferential policies of that Zone. The Administrative Committee of the zone offers ¡°one-stop service¡± in the land use right, project application, business license and capital construction, etc. Therefore, it provides a lot of convenience to investors. As it is located within the Taihu Lake Scenic Area and surrounded by hills and water, it enjoys clear air and beautiful environment and its purity of the atmosphere is fairly high. In the area along the Taihu Lake, it is planned to develop villas and vacationing centers, while in the northern part of the zone, it will be the hi-tech industrial park, warehouses and heat and power center; The southern part will be designated for industrial processing. Since its establishment, the zone has finished the infrastructure construction, with 6 standard factory buildings and 6 office buildings of 100,000m2 and 5 villas and 6 matching staff apartment buildings have already been constructed and ready for sale.
